There’s trouble at sea.
Crime aboard U.S.-departing cruise ships has reached its highest point in two years, raising concerns about passenger safety. Recent data from the U.S. Department of Transportation reveals that 48 crimes were reported onboard cruise ships between January 1 and March 30, 2025. These included 23 alleged rapes, 10 sexual assaults, and seven physical assaults—all occurring while at sea. Experts believe such incidents damage the industry’s reputation and contribute to traveler unease.
Robert McDonald, a former Secret Service agent and criminal justice lecturer at the University of New Haven, commented on the impact these crimes have on public perception. He explained that cruise lines may hesitate to report such incidents promptly, as negative publicity could deter potential customers. McDonald also pointed out that the nature of cruise ships—enclosed environments with large numbers of people—makes them more susceptible to crime, especially when alcohol and a relaxed atmosphere are involved.
A notable criminal case occurred on March 21, when two undocumented immigrants were arrested for allegedly molesting a 14-year-old boy on a Royal Caribbean cruise. The incident reportedly took place in a ship sauna, where the suspects engaged in inappropriate behavior and coerced the minor into sexual acts. Both individuals now face serious charges, and the case drew national attention, prompting a strong reaction from Homeland Security officials.
Violence has not been limited to individual cases. On April 26, a large altercation broke out among Carnival Cruise Line passengers while disembarking in Galveston, Texas. A video circulated on social media showing passengers fighting at the terminal. In response, Carnival banned 24 individuals involved in the melee from boarding any future cruises with the company. The cruise line emphasized its zero-tolerance policy regarding violence and passenger misconduct.
These incidents reflect the growing challenges cruise operators face in maintaining a safe environment at sea. While cruise vacations remain popular, rising crime reports may cause travelers to reconsider their plans, placing pressure on companies to enhance security measures and transparency.
